Restoring Fire Protection to a Critical Refinery Unit

Overview

A major U.S. refinery had an 8 inch underground firewater line that had been out of service for approximately three years because of major leaks. The line supplied fire protection to a critical crude unit, leaving the area without functional firewater coverage. After an insurance audit required the condition to be corrected, Motivo rehabilitated approximately 450 feet of the existing pipeline using flexible fiber reinforced pipe, or FFRP. The work was completed in eight days for approximately $450,000. By rehabilitating the existing line rather than replacing it, Motivo restored fire protection while limiting excavation beside an active operating unit.

The Challenge

Firewater systems provide the water needed to cool equipment during an emergency and prevent a fire from spreading throughout a refinery. With this section of the system out of service, the crude unit had no functional firewater protection. The condition had continued for approximately three years before an insurance audit required the refinery to address it.

The pipeline was buried as deep as 12 feet in some locations and ran along the edge of the operating unit. Storm sewer, oily water sewer, and other buried piping crossed through the same area. Conventional replacement would have required removing concrete, excavating a deep trench, installing extensive shoring, working around the other utilities, replacing the pipe, and restoring the site.

Excavation near the crude unit could also have exposed contaminated soil, creating additional testing, handling, and remediation requirements. These conditions made the cost and schedule of a traditional replacement project difficult to predict.

The Solution

Motivo cleaned and prepared the existing pipeline before installing a factory manufactured FFRP liner inside the 8 inch host pipe. The liner created a new pressure barrier within the existing line, allowing most of the original pipeline to remain in the ground.

The firewater line included several branch connections. Motivo performed localized excavations at those locations, terminated the liner, installed the necessary fittings, and continued the rehabilitation through the next section. This allowed the team to restore the complete line without excavating continuously across the entire 450 feet.

The complete project took approximately eight days and included the localized excavation, liner installation, backfill, and concrete restoration. The lining portion of the work was completed in approximately two days.

Why FFRP Was the Right Approach

FFRP allowed the refinery to rehabilitate the underground pressure line using the existing pipe as the pathway for the new liner. Excavation was limited to the branch connections, reducing the amount of concrete and soil that had to be removed and limiting work around the nearby buried utilities.

The liner addressed the full section of deteriorated pipe rather than relying on isolated repairs. 

The Result

Motivo returned approximately 450 feet of firewater line to service and restored functional fire protection to the crude unit. The project resolved a condition that had remained unaddressed for approximately three years and satisfied the need identified during the insurance audit.

Motivo completed the rehabilitation for approximately $450,000. Conventional excavation and replacement was estimated to cost approximately $1 million. The trenchless approach reduced the expected cost while providing a more controlled schedule and limiting the excavation and restoration required beside the operating unit.

The FFRP liner was designed to provide a service life of 50 years or more, giving the refinery a long term solution to a critical safety problem.

A Practical Alternative to Dig and Replace

Firewater pipelines often run beneath concrete, operating units, roads, and areas crowded with other buried infrastructure. When these lines begin leaking, replacing them can require deep excavation, extensive shoring, utility coordination, soil management, and major surface restoration.

By rehabilitating the existing pipeline from the inside, Motivo provided a faster and more predictable way to restore a critical fire protection system. Trenchless rehabilitation may be a strong option for other firewater lines where conventional excavation would be costly, disruptive, or difficult to control.
